On December 12, Nine Dragons Paper (Holdings) Limited released maintenance plans for its Chongqing and Quanzhou bases. PM22 and PM23 in Chongqing will undergo maintenance overhauls from January 15 to 22 and January 20 to 31, 2026 respectively. Based on the designed capacity, the production reduction of containerboard and corrugated base paper is expected to be 23,000 tons.
Recently, the 600,000 t/a waste paper pulping and papermaking production line (Phase III) of Guizhou Pengsheng (Group) Paper Co., Ltd. entered trial production. On December 17th, the commissioning ceremony was held for the Guangxi Jianhui Paper Industry Integrated Forest-Pulp-Paper Project (Chemical Pulp) and its supporting 220 kV power transmission and transformation project for the combined heat and power (CHP) system.
On December 17th, Linxing Group officially put its 60,000-ton-per-year household paper project into operation. With a total investment of 210 million RMB, the project includes 3 production lines, a pulp preparation workshop, a papermaking workshop, a finished product warehouse, and a 110 kV substation. Equipped with a machine supplied by Baotuo (web width: 3.6 meters; design speed: 800 meters per minute), the project can produce over 90 tons of high-quality hand towel base paper and wiper base paper daily.
On December 18th, Suzano inaugurated a new fluff pulp production line at its Limeira plant (São Paulo State, Brazil). With an investment of 490 million Brazilian Reals, the project increases the company's total fluff pulp annual capacity from 100,000 tons to 440,000 tons, representing a more than threefold growth.

On December 31, 2025, the National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Ecology and Environment, Ministry of Commerce, General Administration of Customs, State Administration for Market Regulation and other departments jointly formulated the Action Plan for the Promotion and Application of Recycled Materials. It clarifies that by 2030, the waste recycling system will be further improved, and standards and certification systems for the promotion and application of recycled materials will be gradually established. According to the plan, by 2030, the annual recycling volume of ferrous scrap and waste paper will exceed 300 million tons and 80 million tons respectively; the annual output of recycled non-ferrous metals and recycled plastics will surpass 25 million tons and 19.5 million tons respectively.
Recently, the Ministry of Industry and Information Technology of the People's Republic of China issued the Industry Standard for Multi-layer Corrugated Board Production Lines. This standard specifies the model, composition, type, basic parameters, working conditions and technical requirements of multi-layer corrugated board production lines, describes the corresponding test methods, and prescribes inspection rules, nameplates, packaging, transportation and storage. It applies to the manufacturing of multi-layer corrugated board production lines.

On December 31, 2025, Yueyang Forest & Paper (Stock Code: 600963) announced that its wholly-owned subsidiary, Hunan Juntai Bio Based New Materials Technology Co., Ltd., signed a Sales Contract for Softwood Solid Lignin with Hunan Lvjun New Materials Co., Ltd. Under the contract, Hunan Juntai will supply approximately 1,500 oven-dry tons (ODT) of softwood solid lignin to Hunan Lvjun, with a term from the date of signing to December 31, 2026.
